M. CASENAVE has received instructions to conclude agreement without reference to question affecting Ichang-Chengtu section. Are we to understand that consideration urged in C. S. Addis's telegram of 25th August affects previous authority to sign? Telegraph to us definite instructions immediately after consulting Foreign Office.

We understand Americans will claim engineer half Ichang-Chengtu section, therefore our idea is not to sign until this point is settled. Write us fully your views."
